Regulations 2010-2011 Season

1. Constitution

The Hillingdon and the Hayes Junior Leagues, hereinafter called the "junior league" shall be part of the Hillingdon Table Tennis Club, hereinafter called "the club", which is affiliated to the ETTA and the Middlesex Table Tennis Association.  The rules of the club shall apply when a subject is not specially covered by these regulations.

2. Administration

The junior league shall be administered by the club development officer, hereinafter called the "CDO" and a subcommittee appointed by the club management committee.

3. From applications received, the CDO shall determine the number of teams and if necessary allocate players to teams.  Also will allocate a points handicap to players according to their assessed playing ability.  This handicap can be reassessed and altered at any time during the competition at the discretion of the organiser, (the CDO).

4.  Subscriptions and Registrations

The subscription per player shall be as indicated on the application form or as notified separately.  The fee includes the affiliation to the ETTA and the MTTA, and nominal trophy and administration costs.  Players must be under 18 years old on 1st January of the season of the competition.  The subscription together with registration details must be received from each player in the league before the start of the first match.

5  Additional Player Registration

To register and additional player after the start of the first match, details of the player must be registered with the CDO by telephone or in writing before the player participates in a match.  The registration fee will apply if sufficient weeks remain for the player to be registered.  The fee must be received by the CDO no later than seven days after his or her first match, otherwise any sets won by the player will be null and void and those games awarded to the opposition team.

6.  Venue and Playing Conditions

Matches will be played at the Hayes Stadium Saturday mornings 10am to 12 noon on dates indicated in the handbook, unless alternative arrangements have been agreed in advance by both teams.  Each team must have a match ball available, and it shall be determined by agreement of the toss of a coin which team shall provide the match ball.  In case of breakage the opposing team will provide a replacement.

7.  If a team is unable to play a match on the designated date, the captain must agree with the opposition captain to play the match at an alternative time, either along with legitimate matches, or at a separate time.  Every effort must be made by both teams to play matches rather than give or receive a walk over.  Matches or games should be conceded only as a last resort.  When an alternative date and time is agreed, both captains should note the new date in their handbooks, together with a note of the date these arrangements were made.

8.  Matches will commence as soon as possible after 10am, but in any event no later than 10.30am.  If notification of absents has not been given to the opponents, as in reg, 7 above and if a player is not ready to play his or her first set by 10.30am then that set, and any further sets not played shall be forfeited.

9.  Playing Conditions

All play shall be in accordance with the laws of table tennis as approved by the ETTA using the eleven point system, i.e. each set shall consist of five games of 11 points up.  If both players reach ten points two clear points wins.  The service is alternate every two points.

10.  A match will consist of 4 singles and 1 double set.   The order of play will be as laid out in the score sheet, or by mutual agreement.  Before the match, teams will decide which team will be A & B and Y & Z, and which of their players will be A or B, and Y or Z.  The doubles pair can be any two players registered for that team regardless of whether or not they have played the singles set in the match.

11.  A maximum of 3 minutes shall be allowed between the finish of one set and the commencement of the next set.  If a player is not ready to commence play within three minutes, that set shall be forfeited to the opponents and the next set commenced, this rule may be varied only by mutual agreement.

12.  The match shall be won when all five sets have been won or conceded.  One point being gained for each set won, i.e. result 4-1, = winner 4 points, loser 1 point.

13.  Umpiring will be on a team rota basis.

14.  It is the responsibility of the captain of the wining team to ensure that the score card is filled out fully and correctly, including number of sets played and won by each player, and then signed by both captains at the end of the match, and given to the duty helper or organiser immediately after the match.  Otherwise, to post it to the organiser (detailed in point 19), to arrive no later than Wednesday of the same week.  Failure to do so will forfeit the points to their opponents.

15.  Promotion and Relegation

Teams will be allocated by ability into more than one division if sufficient teams are registered.  In which case, the lowest scoring team in a higher division may be relegated, and the highest scoring team in a lower division may be promoted next season.

16.  Clothing

All players must wear soft soled sports shoes, shorts (track trousers may only be worn while playing a match, in inclement weather) and short sleeved shirt that is not predominantly white, or if orange balls are used, not predominantly yellow or orange.

17.  Trophies and Certificates

The team obtaining the most points in their division throughout the season will be the winners of that division and awarded a perpetual trophy to hold until the start of the next junior league competition, or for one season whichever is the sooner.  The players of the winning team of a division will also receive a keepsake trophy.  All players taking part in the junior league will receive a Bronze certificate, players making at least ten appearances will receive Silver certificates, and any players who receive 70% wins or better will receive Gold certificates.
